New Fiscal Regulations in Romania

An Emergency Ordinance has been issued in Romania establishing a “National System for the monitoring of road transport of goods with high fiscal risk on the national territory”.


Under the regulation, transaction records related to the sale and shipment of impacted goods must be transmitted to the national fiscal administration (ANAF), which provides a reference (ITU number) to be used on shipping documentation to check compliance.


The use of the National e-Transport System was optional from 1 April 2022 but became mandatory from 1 January 2023, and monitors the international and domestic (transit shipments excluded) road shipment of the following high fiscal risk commodities:

  • CN codes 0701 to 0714: Vegetables, plants, roots and tubers, feeding stuffs

  • CN codes 0801 to 0814: Edible fruits; citrus or melon peels

  • CN codes 2201 to 2208: Beverages, alcoholic liquids and vinegar

  • CN codes 2505 to 2517: Salt; sulfur; earths and stones; plaster, lime and cement

  • CN codes 6101 to 6117: Clothing and clothing accessories, knitted or crocheted

  • CN codes 6201 to 6212 and CN codes 6214 to 6217: Clothing and clothing accessories, other than knitted or crocheted

  • CN codes 6401 to 6405: Footwear, gaiters and similar articles; parts of those articles

  • CN codes 7213 and 7214: Cast iron and steel.

Declarations through the National e-Transport System are mandatory if the commodity falls on the lists established by ANAF and meets one of the following conditions:
Total weight exceeding 500 kg; or Value exceeding 10,000 RON.
